J. Paul GiulianiPaul Giuliani is senior partner with McKee Giuliani & Cleveland in Montpelier, Vermont, with an extensive practice in the area of municipal law and public finance law. He is a graduate of the College of the Holy Cross and Boston University School of Law, and is a U. S. Navy veteran. Mr. Giuliani resides with his wife Bonnie in Montpelier. They have five grown sons.
Andrew H. MontrollAndrew H. Montroll, Board Member and Counsel to ValleyNet, is an attorney in Burlington, Vermont, with a focus in Telecommunications Law, Regulatory Law and Business Law. Prior to opening his own practice, Mr. Montroll was counsel to Riser Management Systems, LP, a telecommunications consulting firm where he negotiated agreements to bring advanced telecommunications services to an 11,000 unit apartment complex in New York City, negotiated the procurement and construction contracts for a broadcast tower on a building at Times Square in New York City, regularly provided telecom advice to major owners of commercial and residential property owners throughout the United States and prepared significant regulatory filings to the FCC on behalf of these property owners. Mr. Montroll is the principal author of Critical Connections, a guidebook designed to help major property owners navigate the complexities of bringing advanced telecommunications services to their tenants and residents. Mr. Montroll also has a strong background working with municipalities, having served on the Burlington, Vermont City Council for 15 years, including 4 years as President of the Council. Mr. Montroll currently serves as the Vice Chair of the Chittenden County Metropolitan Planning Organization. Mr. Montroll holds a B.S. and M.S. in Optical Engineering from the University of Rochester, and a J.D. degree, summa cum laude, from Vermont Law School.
Leslie NultyMs. Nulty manages a sole proprietorship business consulting business, and has been actively involved in the organization and development of the EC Fiber project since its inception. She has more than 30 years experience as a business and financial analyst, much of that on behalf of large labor unions where, inter alia, she supported contract negotiations, arbitrations, bankruptcy reorganizations, etc. From 1999 to 2004 she was the General Manager of a 100-employee company, Hunger Mountain Natural Foods Co-op in Montpelier, Vermont. From 1994-1997 she served as Controller and General Administrative Officer of Central European Telecom Investments, a venture capital investment and operating fund. Ms. Nulty is a Board Member and Treasurer of Vermont Businesses for Social Responsibility, Burlington, Vermont. She holds a M.Sc. in Economics from Cambridge University.
Timothy NultyDr. Timothy Nulty, Project Manager, was most recently (2001 - 2007) the Executive Director/General Manager of Burlington Telecom (BT), Burlington, Vermont. In that capacity, Dr. Nulty was responsible for creating, building and operating a fiber optic cable network similar to the EC Fiber Project. From 1994 to 1997, he founded and was chief executive officer of Central European Telecom Investments (CETI), a $50 million venture capital acquisition and operating fund. From 1985 to 1994, Dr. Nulty was Senior Telecom Project Officer for the World Bank and International Finance Corporation. Prior to this, from 1975 to 1984 he was the Chief Economist for the U.S. Senate's and then the U.S. House of Representatives' Committees on Commerce. After leaving CETI and returning to the United States in 1998, Dr. Nulty was appointed Senior Financial Advisor to the Chief Financial Officer of the U.S. Department of Energy (DOE) and shortly thereafter Deputy Chief Executive Officer/Chief Financial Officer of the DOE Office of River Protection (an approximately $50 billion project to clean up the Hanford Nuclear Weapons Facility in the State of Washington). He retired from that position in February 2001. Dr. Nulty holds a Ph.D in Economics from Cambridge University, Cambridge, England.
John RoyBoard SecretaryMr. Roy is an active counselor with SCORE, Counselors to America's Small Business. He is the Town of Vershire's delegate to the governing board of East Central Vermont Community Fiber Network and is Treasurer of ECFiber. John is a self-employed volunteer website designer, developing and maintaining websites for several Upper Valley non-profits. He is a JP and serves on several non-profit boards. Prior to his retirement in 2001, he had worked for many years in the financial services industry with State Street Bank and Manning and Napier Advisors in financial and IT management positions and before that in similar positions in the non-profit sector. He has a Bachelor of Engineering degree from McGill University and a Graduate Diploma in Management from McGill.
Chuck ShermanBoard TreasurerA graduate of Dartmouth in the early years of computer resource sharing, Dr. Sherman spent his 40-year research career utilizing ever-newer platforms of computing and networking. Retired from the National Institutes of Health in 2005, he returned to the Upper Valley and has been instrumental in bringing fixed-wireless internet to his own home and to a growing number of other homes in Strafford, Vermont and surrounding towns. He was the first chair of the Strafford Broadband Committee that solicited and received a State grant for the Town's project. Chuck serves on the boards of the Dartmouth Club of the Upper Valley, the Twin State Radio Club, and the International Student House in Washington DC. He continues to design and conduct program evaluation studies on a consulting basis, principally for the NIH. He is an associate editor of The Oncologist with a special interest in on-line continuing medical education.
Stan WilliamsActing ChairMr. Williams has 20 years of international telecommunications experience, beginning with Cellular Communications, Inc. (one of the original applicants for US cellular licenses in 1983), and continuing with various spinoffs, Cellular Communications of Puerto Rico (CCPR), Cellular Communications International (CCIL), and NTL. Stan was Chief Financial Officer of both CCPR and CCIL when they were sold to SBC/Cingular and Mannesmann/Vodafone, respectively, in 1999. CCPR was a cellular operator in Puerto Rico, and CCIL was instrumental in helping the Omnitel consortium secure the second Italian cellular license in 1994. NTL is the largest cable company in the United Kingdom. Although officially, retired, Stan has remained active in the communications field through his work with both ValleyNet and Dartmouth's Information Technology Advisory Board. He lives in Norwich, Vermont with his wife, Jenny, and three young children, and is a member of the Norwich and Dresden school boards, and is as well an ex-officio treasurer of the Child Care Center in Norwich.
